“After Aug. 20, I noticed, ‘Hey, we’re still getting outside agencies outside the State of Tennessee that are searching our network to include all the other networks in the United States.’”
Johnson City’s deputy police chief says he only noticed after Aug. 20 that agencies from other states were searching our camera network. But public records show Flock sent him an email on the first of every month spelling out exactly how many agencies had access — more than 1,800 of them outside Tennessee.

On July 16, a Flock account manager asks if Flock’s newsletter can feature “the pedestrian death on Market St.” as one of its “successes.”

Adams replies from his phone: “Absolutely. We would be honored.”
Fifteen minutes. When Flock wanted a success story, the deputy chief answered right away. When Flock told him, in bold, that more than 1,800 out-of-state agencies had access to our cameras, he says he didn’t notice.
Claims of oversight fall flat when the deputy chief can’t be bothered to read his own emails.

By Aug. 24, after the public started asking questions, Adams wrote Flock: “We cut off sharing outside the state of TN.” Flock’s next snapshot showed 150 organizations, none out of state. It could have been switched off any month the email arrived.
